virtualenv is a tool to create isolated Python environments.

Install from source

su
cd /tmp
curl -O https://pypi.python.org/packages/source/v/virtualenv/virtualenv-1.10.1.tar.gz
tar xvfz virtualenv-1.10.1.tar.gz
cd virtualenv-1.10.1
python setup.py install

Setup virtualenv with python3 in Debian

   1 cd ~/tmp
   2 mkdir projectx
   3 cd projectx
   4 sudo apt install python3-venv
   5 python3 -m venv virtenv
   6 . virtenv/bin/activate
   7 pip install cherrypy routes jinja2
   8 find .
