In Thunderbird:

click on menu Tools,
Add-ons
Get add-ons
Click on the icon with a screwdriver and a wrench crossed
Select Install addon from file'
Choose the file european_portuguese_spellchecker-13.10.1.2-tb+fx.xpi
Click on Install now
